Richard China –
President/Owner
Richard is the President and owner of 1st Electric. Richard has
complete operational and financial oversight of the company. He
is actively involved in setting the overall direction and ensuring
the company remains focused on the execution of the strategy. Richard
also carries Statewide Master Electrical licenses for Maryland (state
and all counties), Virginia and Delaware. View

Kevin Robison – Chief Operating Officer
Kevin is the Chief Operating Officer for 1st Electric. Kevin is a senior executive with more than 25 years of experience in the electronic security market, both in the United States and in the United Kingdom. He has strong profit and loss management experience with a high degree of financial awareness. Kevin successfully built a regional security business to over $40 million in annual revenues in 4 years, and was a major player in SDM Magazines' naming the business Systems Integrator of the Year in 2006. Kevin is responsible for the overall P & L, day to day operation, strategic business developments, managing the customer interface on various accounts, and managing the Sr. Management team. He obtained a Bachelor of Science in Civil Engineering from Hallam University, United Kingdom and is a Chartered Engineer in the U.K.
Angelia J. Little
– Vice President Human Resources/Corporate Secretary/Facility Security Officer
Angelia is the Corporate Secretary and Vice President of Human Resources for 1st Electric. Angelia has been employed in the construction industry for 17 years; 4 years with Dustin Construction as a Project Administrator, 5 years with Modern Electric as a Office Manager and Project Administrator, and the last 7 years with Primo Electric/IES as Mr. China’s Executive Assistant. Angelia is responsible for all administrative functions of the company including Human Resources, Facility Security Officer, Company Licensing, and Prequalification. She obtained an Associates of Applied Science Degree in Paralegal Studies from Anne Arundel Community College and a Bachelor of Science from University of Baltimore in Forensic Science. Angelia has been on the Board of Directors for the American Subcontractors Association of Baltimore for the last 6 years.
W. Drew Lynch –
Executive Vice President
Drew has been in the construction industry for approximately 32 years. After 10 years in the Civil Engineering field, he transferred into the electrical industry where he has spent the last 20 years in various positions. Drew currently holds the position of Vice President of Business Development. Drew is responsible for securing new business and relationships for the company, in addition to having oversight of the estimating functions of the company. Drew also carries a State of Maryland Master Electrical License.
Patrick McCubbin
– Vice President of Preconstruction Services
Patrick has 34 years of experience in the electrical construction industry. His first 14 years in the business was divided amongst 3 companies where he completed the apprenticeship program and continued working the field as an Electrician, Foreman, and Superintendent. He spent the last 18 years with L.H. Cranston and Sons in the capacity of Senior Project Manager and more recently as Chief Estimator. In addition to his duties as Chief Estimator, he is responsible for the oversight of the company’s Design-Build department and Innovative Cost Estimating department for its engineering clients. Patrick obtained a Bachelor of Electrical Engineering from Johns Hopkins University in 1993. In addition, he carries Statewide Electrical licenses in Maryland, Delaware, Virginia, West Virginia, North Carolina, and the District of Columbia.
Vince Lupo
– Vice President of Field Operations
Vince worked for Primo Electric for over 33 years. After owning an electrical business in Italy, he moved to the U.S. and started working for Mr. Primo China (the founder of Primo Electric) as an electrician and then a foreman. Richard China worked several years in the field under Mr. Lupo’s supervision. He held numerous senior operational field positions at Primo over the last 31 years. Vince is responsible for Field Operations and driving new and innovative initiatives to reduce labor, thereby minimizing risk on large projects. He also has complete responsibility for Quality Control and reports directly to the President of the company. Vince carries a Master Electrical license for the State of Maryland.
Charlie Meadows –
Senior Estimator
Charlie has 30 years of experience in the electrical construction industry. Charlie started his electrical career at the ABC Apprenticeship program. Charlie spent 10 years at Primo Electric as a Field Superintendent and Safety Officer responsible for over 100 employees. In 2004, Charlie established JAC Electric Company and was owner and President. In 2006, Charlie joined 1st Electric as a Superintendent. Charlie has since moved up to Project Manager and Sr. Estimator. Charlie is responsible for estimating, budgets, and assistance to contractors, developers, and owners for design and bidding processes for electrical construction. He has extensive experience in all aspect of the electric trade and project management processes.
Michael Charney
– Vice President of Delmarva Division
Michael has over 35 years of experience in the electrical industry including supervising, estimating, project management, and business ownership. Mike spent 9 years in electric estimating and project management for various electrical companies. In 1984, Mike established M.E. Charney Electric and was owner and President. In 2002, Mike joined Primo Electric as estimator, then moved to project manager and was, most recently, the manager for the Service Department in the Delaware Office. At 1st Electric, Mike is the Vice President of the Delmarva Division. Mike is responsible for the daily operation of the satellite office and business development in the Delmarva area. Mik'’s division focuses on commercial service and residential electrical and HVAC construction work. Mike also carries a State of Maryland Master Electrical License.
Steve St. Croix – Vice President of Special Projects: Northern Division
Steve has over 30 years of experience in the electrical industry including installation, project management, supervising, estimating, and business ownership. Steve began his electrical career in 1978 working through the ranks to an electrical Foreman. In 1992, Steve established St. Croix Electric and was owner and President. Also in 1992, Steve became an Electrical Apprenticeship and Seminar Instructor for HCECA at Harford Community College. Today, Steve continues to develop young apprentices enrolled in the Harford County Apprenticeship Program and conducts various seminars throughout the greater Baltimore area. In 2005, Steve joined Primo Electric as Director of Operations. Most recently at 1st Electric, Steve is Vice President of Special Projects for the Northern Division. Steve is responsible for estimating, coordination, and construction of various special projects. In addition, Steve is responsible for coordinating the company’s continuing education program. Steve carries a Master Electrical license for the State of Maryland and various local counties and is a member of the NFPA code making panel 20 for the 2008 National Electric Code.
Kelly Allen –
Vice President of Special Projects
Kelly Allen has over 22 years of experience in various aspects of the electrical construction industry. Kelly spent 4 years as a Baltimore City Police Officer. He then shifted into the electrical field in 1985 in a Vice President’s role for Windsor Electric. Kelly went into business for himself in 1998 as owner and President of KAS Enterprises, Inc. Most recently, Kelly has joined 1st Electric as the Vice President of Special Projects. Kelly is responsible for estimating, coordination, and construction of various special projects. Kelly carries a Master Electrical license for the State of Maryland. Currently, Kelly is the Chairman for ABC National Electrical Council and past Chairman of ABC Baltimore and Vice Chair ABC National.
Raymond Hopkins –
Vice President of Northern Division
Ray has 16 years experience as a professional manager and over 26 years in the electrical construction industry. He has managed well over $100 million in projects/revenues as a senior executive. He has built teams, directed complex projects, and implemented strategies for success. His most recent experience includes serving as president of Gen-Ex Electric (2006-2009) and at Primo Electric (2003-2006) as Chief Operating Officer and Vice President. Ray carries a Master Electrical license for the State of Maryland and various counties and cities.
William Rock –
Vice President of Finance and Chief Financial Officer
Bill has over 30 years professional experience in executive financial management positions. At CompuDyne Corporation he served as Chief Financial Officer/Corporate Secretary (1996-2001) and then as Vice President Accounting, Corporate Secretary/Controller (2001-2008). Prior to his work at CompuDyne, he was Chief Financial Officer for Shorrock Electronic Systems, Inc. (1991-1996). Bill earned a Bachelor of Science degree in Accounting from the University of Baltimore.
